Please find correspondence from Alex Hildebrand, she inherited the property in 2004 from her dad who owned it
over 40 years. Her name was not included on the mailing list used by the Ciyt/ Meg Stallard. She would like 45
days to review the information to make an informed decision on this assessment matter. This is a very large
parcel!
There is a high number of property owners that were not included on the mailing list. There are also a lot of
owners that did not receive ballots. Given the sloppiness handling the notification of this, the City should have a
person contact property owners to make sure they received the information to have a fair process. They should
also mail out certified for future correspondence.
I was also made aware that attorney Dick Hoppin was not included on the mailing list and contacted you today
for a ballot and to be included on future mailings.
I was also made aware today that the Glen Barton (he has a property with a therapist working out of the
property) was changed from Commercial to residential and this is a large lot, and would not have to pay the
assessment. This would give the City a greater vote percentage that would not have been accounted for in the
engineering report.
We were also told at the June 2007 meeting on the PBID that all documents concerning the PBID would be
available on the Internet for the public to download, and these documents as of July 23, 2007 are still not
available. Amy did not have a copy of the engineers report when requested by a concerned property owner.
I also requested a copy of the engineers report from Cyntia from City of Woodland and have not received it.
Please provide this for our review ASAP.
If there is this many issues with land owned by property owners, and it is weighted on parcel footprint, some of
these owners carry a significant weighted vote that were left out. The engineers evaluation, that has not been
provided, would therefore be inaccurate and should be re-done.
At the meeting on the PBID last month John Sanbourn brought to the attention of John with Downtown
Resources Group (DRG) that the totals included on the list for money generated were calculated incorrectly.
John from DRG said it was possibly they used numbers off of old information and there might be new
information with a different total. It is on video tape. John Sanbourn was given the information from D.R.G.
around June of this year.
It is clear from the flaws, mis-information, and misleading information by committee members / and city staff+
within this process, we deserve the right to have correct factual information to make a sound and informed
decision upon.

My 2 cents worth to city council

Dear esteemed council members.
My named is ________ (confidential) I own property and business on main st . The commonly called store
which I have owned since 1989. I have worked on main street since 1960 .
I belong to the chamber of commerce as was recently awarded--(being the third owner) an
proclamation of 55 years of Chamber membership.
Mayor Flory already knows my thoughts on the proposed P-Bid.
I'm especially troubled by the "weighted vote" . If the City of Woodland and county has an 18% interest in this
proposed district--will they not have one of the largest voting blocs and largest voice?? They should at least be
recluses in their vote This district was originally proposed with an assessment of $300,000. It was then revised
to $215,000 by changing the boundary lines--what happened??. Mayor Flory told me that the boundaries were
changed by consultants , etc to make the smaller district easier to manage???? My feelings are that it was
changed to shift the voting bloc around.
I mailed my NO Vote ballot in March--probably an exercise in futility. It appears this is a stacked deck. Even if I
don't want to participate--I have no option.
My tax of $477.00 (and that is what it is a--- tax--otherwise it wouldn't appear on the county tax bill) will neither
make or break the company---but its another unnecessary expense on top of the many other licenses, taxes,
permits, insurance and miscellanous fees that I now pay. The customer is my only source of revenue --I fail to
see how this District is going to increase my sales.
As I told Mayor Flory--the best thing the City of Woodland can do to help me is to leave me along. Stop trying to
help me.
